City of Fort Smith, AL
DELTAWRX assisted the City with the planning, procurement, and contract negotiation for the replacement of a CAD and Mobile System, Law Enforcement Records Management System (RMS), and Fire Records Management System (FRMS). The engagement included a comprehensive needs assessment, development of a multi-application RFP, proposal evaluation support, and contract negotiations.
Peoria, IL
The City of Peoria, in collaboration with multiple public safety agencies, engaged DELTAWRX to assess its public safety software systems; develop a CAD/Mobile, LRMS and FRMS Request for Proposals (RFP), facilitate the proposal evaluation, selection and contract negotiations processes and oversee system implementation.
Stearns County, MN
DELTAWRX assisted Stearns County with procuring and implementing new technology to replace aging CAD/Mobile, RMS and JMS applications, as well as developing a county-wide governance structure to govern cost recovery and decision-making concerning system configuration and data standards.
The scope of the engagement included needs assessment, RFP development, proposal evaluation, contract negotiations and system implementation.
City of Boise, ID
The Boise Police Department (BPD) engaged DELTAWRX to assess its technology portfolio and develop a five-year strategic technology plan that would allow the department to leverage technology to fully achieve desired operational goals and improve the efficiency of agency staff. After developing the strategic technology plan, BPD extended the scope to include documenting business processes, identifying business needs and developing functional specifications for technology to support:

Los Angeles County, CA
DELTAWRX is assisting the Los Angeles County Sheriff’s Department (LASD) with several projects. We are assisting the Department with replacing their legacy Computer Aided Dispatch (CAD) and Records Management System (RMS) under separate procurements. DELTAWRX is also providing change management services to support LASD’s transition to a centralized dispatch model, a project slated to start Q3 of 2025.
City and County of San Francisco, CA
The San Francisco Department of Emergency Management (DEM) engaged DELTAWRX to lead an effort to replace the City and County of San Francisco’s (CCSF) aging CAD and Mobile systems used to dispatch the Police, Sheriff, Fire, EMS and Municipal Transportation Department resources. In conjunction with this effort, DEM sought to streamline business practices when possible and prepare its public safety departments for organizational change.
City of Boston, MA
The City of Boston’s Department of Innovation and Technology (DoIT) engaged DELTAWRX to develop a comprehensive Strategic Technology and Implementation Plan to update and replace its aging public safety information systems for its Police, Fire, and Emergency Medical Services Departments. Key tasks included conducting benchmarking and market trend studies, assessing the current technology environment and business needs, and creating a comprehensive strategic and implementation plan and an accompanying plan for managing change. After completing our initial engagement, the City subsequently retained DELTAWRX to lead the RFP development, proposal evaluation and selection, contract negotiations and implementation phases.
Metro Transit PD, MN
DELTAWRX assisted the Metro Transit Police Department in evaluating and improving its public safety communications capabilities. As transit operations expanded across eight Minnesota counties, the Transit Control Center (TCC), which also manages bus operations, struggled to meet the dispatch needs of the growing police force. DELTAWRX conducted a comprehensive assessment of TCC operations, including staffing, technology, facilities, and police dispatch services, and developed a Concept of Operations for a new entity dedicated to public safety communications.
City of Santa Clara, CA
The Santa Clara Police Department (SCPD) engaged DELTAWRX to manage the acquisition and implementation of a new Computer Aided Dispatch (CAD) and Records Management System (RMS). The scope included a comprehensive needs assessment, development of functional requirements and a Request for Proposal (RFP), facilitation of proposal evaluation and vendor selection, contract negotiation, and implementation oversight.
Yuba County, CA
The Yuba County Sheriff’s Office (YCSO) engaged DELTAWRX to identify needs pertaining to its Computer Aided Dispatch (CAD), Records Management System (RMS), and Jail Management System (JMS), develop requirements and a Request for Proposals (RFP) for a new integrated system, and facilitate the proposal evaluation, contract negotiation and system implementation processes.
