Project Overview
DELTAWRX has had two engagements with Arlington County. From 2011 – 2014, DELTAWRX assisted the County with procuring and implementing an integrated RMS and JMS. Currently, DELTAWRX is assisting the County with procuring and implementing a new CAD system.
Client Profile
Located in the National Capitol Region, the County of Arlington is home to approximately 250,000 residents. The County operates a Sheriff’s Office (ACSO), Police Department (ACPD), and Fire Department (ACFD), as well as a jail.
Client Challenges
Prior to implementing the new RMS and JMS, ACPD and ACSO used outdated systems that were not fully utilized, relying instead on manual processes and paper documentation. The result was myriad difficulties for both field personnel and administrators, including user frustration, report errors, and significant delays in report writing and submission. Additionally, processes across each department were not standardized, which resulted in non-uniform results.
Regarding the CAD project, the County is using a legacy application that is no longer being upgraded at regular intervals. As such, integration with other public safety applications is not possible.
DELTAWRX Solutions
For the RMS/JMS, DELTAWRX held workshops with subject matter experts to document key business processes and identify the strengths, weaknesses, inconsistencies, data exchanges and opportunities for each process.
We used the information to identify business needs and develop specifications for an RFP for new systems. We supported the procurement and led County personnel through the proposal evaluation process, as well as contract negotiations with the selected vendor. DELTAWRX served as project manager for the implementation of the selected system, which included a review of the previously documented business processes and determining how best to optimize the solution and associated business processes.
DELTAWRX is following a similar process for the CAD project. Currently, we are providing project management services for the CAD implementation.
Benefit to Client
ACPD and ACSO were able to take a focused look at their business processes in conjunction with available technology and determine how each could best be optimized for maximum efficiency. Ultimately, the process resulted in more efficient and accurate outcomes for end-users and administrators.
