Project Overview
The City of Thornton Police Department (TPD) engaged DELTAWRX to assess its technology portfolio and develop a recommended path forward based on the assessment. TPD provided DELTAWRX with a list of more than 80 technology items for consideration.

TPD employes 260 sworn and 80 professional staff. It serves a rapidly growing community of over 145,000 residents.
Client Challenges
TPD users were frustrated with the performance of TPD’s technology. Its core CAD/RMS application was not only outdated, but it was also customized, configured without end-user input and difficult for both the vendor and the agency to maintain. TPD supplemented a perceived lack of functionality with third-party stand-alone applications resulting in a fragmented technology portfolio, duplicated data entry, compromised data quality and a high demand for technology support.
At the same time, the hardware and network infrastructures were insufficient to support TPD’s applications. Combined with restrictive security policies, users struggled with reliability and speed and found workarounds that could potentially compromise overall digital security.
DELTAWRX Solutions
DELTAWRX provided detailed recommendations for each technology item. During the assessment, we also noted critical organizational issues that TPD and the IT Department would need to address to realize a more efficient technology portfolio. These issues ranged from processes for procuring and implementing technology to updating the hardware and network infrastructure.
Key to creating a more modern and efficient technology portfolio was the procurement of a new Computer Aided Dispatch, Mobile and Records Management System, along with key interfaces and ancillary software. DELTAWRX developed a set of business needs on which to base the procurement and identified a budget along with a strategy for attaining TPD’s technology goals. Based on the department’s business needs, we developed a set of requirements that TPD can include in a request for proposals for new systems.
Benefit to Client
TPD prioritized recommendations and prepared for procuring new systems. DELTAWRX assisted with identifying a procurement scope and timeline, along with functional requirements for inclusion in an RFP. We also prepared a budget that TPD management used to request funding for the following budget year. End-users were engaged to provide extensive input during the assessment and are committed to a new system.
