Project Overview
DELTAWRX assisted the City with the planning, procurement, and contract negotiation for the replacement of a CAD and Mobile System, Law Enforcement Records Management System (RMS), and Fire Records Management System (FRMS). The engagement included a comprehensive needs assessment, development of a multi-application RFP, proposal evaluation support, and contract negotiations.
Client Profile
Fort Smith is the second-largest city in Arkansas, with about 89,000 residents. The Fort Smith Police Department (FSPD) is a full-service agency with divisions including patrol, investigations, and airport security. Known for its proactive and collaborative approach, FSPD leverages technology to improve public safety and operational efficiency.
Client Challenges
The City sought to replace aging public safety systems that no longer met its operational needs. Stakeholders from the Police, Fire, and IT departments identified critical gaps in functionality and integration, prompting a strategic overhaul of the CAD, Mobile, RMS, and FRMS platforms.

DELTAWRX conducted stakeholder interviews and operational observations to inform a detailed needs assessment. Based on the findings, we developed a comprehensive RFP and supported the City through proposal evaluation, vendor demonstrations, and contract negotiations. In 2023, the City executed a contract with the selected vendor for the full suite of public safety applications.
