Project Overview
DELTAWRX assisted the Metro Transit Police Department in evaluating and improving its public safety communications capabilities. As transit operations expanded across eight Minnesota counties, the Transit Control Center (TCC), which also manages bus operations, struggled to meet the dispatch needs of the growing police force. DELTAWRX conducted a comprehensive assessment of TCC operations, including staffing, technology, facilities, and police dispatch services, and developed a Concept of Operations for a new entity dedicated to public safety communications.
Client Profile
Metro Transit serves the Twin Cities Metropolitan Area with an integrated network of buses, light rail, and commuter trains. The Metro Transit Police Department is a licensed law enforcement agency responsible for ensuring safety across the transit system.
Client Challenges
The TCC was not a Public Safety Answering Point (PSAP) and lacked the infrastructure and organizational focus to support the evolving needs of the Metro Transit Police Department. Dispatch services were constrained by limited staffing, outdated technology, and a facility not designed for public safety communications.
DELTAWRX Solutions
We delivered a preliminary report to support budgeting for infrastructure upgrades and procurement of equipment, hardware, and software necessary to establish a PSAP and integrate with the regional emergency telephone network. Our Benchmarking Study examined organizational structure, staffing, and technology across peer agencies. The Needs Assessment identified business requirements for police dispatching in the context of current operations and anticipated transit expansion.
