Project Overview

The Yuba County Sheriff’s Office (YCSO) engaged DELTAWRX to identify needs pertaining to its Computer Aided Dispatch (CAD), Records Management System (RMS), and Jail Management System (JMS), develop requirements and a Request for Proposals (RFP) for a new integrated system, and facilitate the proposal evaluation, contract negotiation and system implementation processes.

Client Profile

Yuba County spans approximately 640 square miles and has a growing population of more than 85,000 residents. YCSO consists of several Divisions and Units including Patrol, Investigations, Coroner, Dispatch and Records, Animal Care, Civil and a County Jail with a capacity of 428 beds.

Client Challenges

Prior to engaging DELTAWRX, YCSO used several disparate applications to enter, track and manage emergency calls for service, law enforcement and jail records data representing a mix of legacy vendors, home-grown and third-party systems. Many of these applications were highly customized by YCSO, lacked enterprise-level integration and created difficulty developing reports and extracting accurate data for analysis. Further, the vendors providing the systems offered limited application updates and product support, increasing the agency’s dependence on strained County resources.

DELTAWRX Solutions

After developing an understanding of the then-current environment, our team identified and confirmed functional, technical and organizational business needs with the County and YCSO. These needs served as the foundation for functional and non-functional requirements we collaborated with the County team to develop and include with a Request for Proposals for a new CAD, RMS and JMS system. Next, our team facilitated the evaluation and selection of the County’s preferred vendor and led the County through the process to successfully negotiate a contract with its preferred vendor. Finally, DELTAWRX provided project management and implementation oversight services to assist YCSO with tasks to configure the new applications, monitor the selected vendor and ultimately cutover and transition the Department to the replacement CAD/RMS/JMS.

Benefit to Client

Since our partnership with the County spanned from project inception through system cutover, we were able to provide the continuity required to lead this complex effort. We leveraged our understanding of YCSO operations to develop system and support requirements that met their unique needs, collaboratively identify and mitigate project risks and successfully manage change throughout the duration of the project.
