Project Overview
The City of Peoria, in collaboration with multiple public safety agencies, engaged DELTAWRX to assess its public safety software systems; develop a CAD/Mobile, LRMS and FRMS Request for Proposals (RFP), facilitate the proposal evaluation, selection and contract negotiations processes and oversee system implementation.
Client Profile
The Peoria Emergency Communications Center (ECC) provides call-taking and dispatching services to 29 agencies (police, fire and ambulatory) throughout Peoria County, receiving over 350,000 incoming calls per year.
Client Challenges
Prior to engaging DELTAWRX, the Peoria Emergency Communications Center (ECC) relied on CAD/LRMS/FRMS systems with limited systems integration, functionality, data integrity, and workflow capabilities. As a result, disparate data and inefficient business processes cause concerns about the City’s compliance with NIBRS and NFIRS reporting requirements. Limited functionality and dated user-interfaces frustrated end-users.
DELTAWRX Solutions
DELTAWRX prioritized stakeholder engagement and interviewed personnel from multiple agencies to identify the functional, technical, and organizational needs. The Needs Assessment served as the basis for the development of an RFP for an integrated system supporting multi-agency use. Our team facilitated a thorough evaluation and selection process. Discussions regarding the pros and cons of cloud-based solutions were a strategic component of the selection process. The multi-agency evaluation team entered into contract negotiations with two vendors, one providing the law enforcement RMS and the other providing the fire RMS. The selected vendors solutions included improved system integration, automation, integrated mapping and AVL, and enhanced reporting to support Illinois-specific NIBRS compliance. Technical needs emphasized system resiliency, cloud-readiness, and support for mobile devices.
DELTAWRX is currently providing project management oversight for the City of Peoria and the selected vendor’s system implementation for the multi-agency CAD, Mobile, and LRMS, expected to Go-Live in January 2026.
