Project Overview
DELTAWRX is assisting the Los Angeles County Sheriff’s Department (LASD) with several projects. We are assisting the Department with replacing their legacy Computer Aided Dispatch (CAD) and Records Management System (RMS) under separate procurements. DELTAWRX is also providing change management services to support LASD’s transition to a centralized dispatch model, a project slated to start Q3 of 2025.
Client Profile
LASD is the largest Sheriff’s Department in the United States, serving over 10 million residents across 4,084 square miles. The Department provides law enforcement services to 40 contract cities, 90 unincorporated communities and manages seven custody facilities housing approximately 18,000 inmates daily.
Client Challenges
LASD’s legacy CAD system was custom-built in the 1980s and had not received hardware updates since the late 1990s. The RMS environment is fragmented, consisting of multiple systems lacking integration and modern functionality. These limitations hinder LASD’s ability to meet evolving emergency response and reporting requirements, including Next Generation 911, NIBRS and inter-agency data sharing.
DELTAWRX Solutions
DELTAWRX conducted a full requirements study, including stakeholder interviews, site visits, benchmarking, and requirements gathering and review sessions with multiple stakeholders. We developed comprehensive RFPs for a modern CAD/RMS solution, facilitated vendor outreach and demonstrations, and are supporting LASD through proposal evaluation and contract negotiations.
DELTAWRX will lead LASD’s change management efforts to support the Department’s transition to centralized dispatch. This included developing a Concept of Operations, staffing and facility models, user outreach, SOP reviews, and business process reengineering for both CAD and RMS operations.
Benefit to Client
LASD is positioned to implement a modern, integrated CAD/RMS solution that meets operational, technical, and compliance requirements. The CAD solution will enhance system reliability and improve situational awareness for both field units and communications personnel; the RMS solution will be fully CIBRS compliant and significantly reduce report writing time. Our support and cross-functional knowledge of law enforcement operations and public safety applications has aided the County in making strategic decisions that leverage technology to increase operational efficiency.
The centralized dispatch model will improve coordination, situational awareness, and service delivery across the County. DELTAWRX’s inclusive and structured approach has ensured stakeholder engagement, alignment with strategic goals, and a strong foundation for successful implementation.
