She also managed technology strategy and procurement projects in Gartner's State and Local Government Practice, supporting major cities and counties as they navigated complex technology decisions.
Julie holds dual master’s degrees in Public and International Affairs and Business Administration from the University of Pittsburgh, where she served as a Graduate Assistant researching emergency response and disaster preparedness for earthquake-prone regions worldwide. She remains committed to the effective use of technology, its impact on society, and the values that guide responsible technology decision-making—while maintaining a practical approach to delivering solutions.
