
Julie has over 20 years of experience, devoting her career to helping public sector agencies enhance their technology environments through strategic planning, complex procurements, and effective system implementations. Since joining DELTAWRX in 2022, she has expanded her expertise in public safety technologies and operations, supporting clients as they evaluate, plan, and implement next‑generation CAD and RMS solutions. Her work reflects a deep commitment to improving the operational efficiency and the service quality of local, state, and national public safety organizations.
Julie's clients benefit from her collaborative and thorough approach to developing comprehensive assessments, requirements, procurements, and implementation planning. She delivers objective, actionable, and well-analyzed recommendations through clear communication and strong analytical insights—tailored to each agency’s unique needs.
Before joining DELTAWRX, Julie conducted broadband assessments for local governments, helping them understand readiness, demand, and strategic pathways for expanding high‑speed, low-cost connectivity through public-private partnerships. She also managed technology strategy and procurement projects in Gartner's State and Local Government Practice, supporting major cities and counties as they navigated complex technology decisions.
Julie holds dual master’s degrees in Public and International Affairs and Business Administration from the University of Pittsburgh, where she served as a Graduate Assistant researching emergency response and disaster preparedness for earthquake-prone regions worldwide. She remains committed to the effective use of technology, its impact on society, and the values that guide responsible technology decision-making—while maintaining a practical approach to delivering solutions.
Outside of work, Julie enjoys exploring the new parts of the world, appreciating nature, or making thoughtful home-cooked meals to enjoy with family and friends.
