DELTAWRX to Support Benton County Emergency Services, WA with Governance Planning


We are pleased to announce that DELTAWRX has been awarded a contract with Benton County Emergency Services (BCES) to assist the agency with refining its organizational arrangement and governance structure. Originally formed by an Interlocal Agreement (ILA) between Benton County and the Cities of Richland and Kennewick to provide emergency management and 9-1-1 services throughout Benton County, BCES membership has expanded to include Franklin County and the City of Pasco. Although Franklin County is responsible for its own emergency management, BCES now provides emergency 9-1-1 and dispatch services for public safety agencies throughout Benton and Franklin Counties.


Under this contract, our team will analyze the financial, technical and organizational environment to help BCES identify the optimal organizational arrangement and governance structure, including the funding model, given its complexities and constraints. Key tasks in addition to the analysis include facilitating executive level workshops and drafting an updated Interlocal Agreement.


DELTAWRX consultants are skilled facilitators who bring the subject matter expertise and objective perspective necessary to support diverse stakeholder groups with reaching consensus. We frequently assist public safety agencies with strategic planning and procurement engagements. DELTAWRX previously assisted Benton County Emergency Services with facilitating a strategic visioning workshop and we look forward to our continued partnership.
