DELTAWRX Consultants Named to 2018 APCO International Positions
We are pleased to announce the appointment of five DELTAWRX consultants to volunteer positions with APCO International. APCO International is an organization of public safety communications professionals that provides expertise, professional development, technical assistance, advocacy and outreach.
Donald R. Denning Jr. has been appointed the Chair of APCO International’s Cybersecurity Committee, which is responsible for establishing cybersecurity policies and standards. In recent years, this committee produced a guide for cybersecurity in Public Safety Answering Points (PSAP) and developed strategic principles for securing the Internet of Things (IoT). Mr. Denning has more than 25 years of public and private sector experience in management, strategic planning, engineering, research and project execution. His past experience includes six years as the Public Safety Chief Information Officer for the City of Boston, Massachusetts where he oversaw three communications centers.
Monica Lynn has been named the Chair of APCO’s Writing Group for Cybersecurity Training. This group is responsible for developing a standard to provide guidance and direction in developing cyber security training programs to manage emerging threats to the public safety communications sector. The standard recognizes that training telecommunicators, supervisors, network administrators and multiple levels of management is critical to recognizing and mitigating numerous threats that can result in data loss and system downtime. Threats include viruses, trojans, denial-of-service attacks, and other intrusions by malicious actors. Dr. Lynn possesses a PhD in Organizational Studies, and has technical expertise in the assessment, analysis and evaluation of organizational systems and culture, strategic planning, and organizational change. In addition, she has firsthand experience in law enforcement, having worked as a Police Officer for the City of Albuquerque, New Mexico.
Granaz Movahed has been accepted as a member of APCO International’s Technical Subcommittee of the Standards Development Committee. APCO’s standards development activities have a broad scope, ranging from the actual development of standards to the representation of public safety communications in other standards development areas. Ms. Movahed is a Professional Electrical Engineer, a certified Project Management Professional and a LEED Accredited Professional. She has more than 13 years of experience in project management, vendor management, contract negotiations, risk mitigation, engineering and construction administration.
Michael Galvin has been accepted as a member of APCO International’s Key Performance Indicator (KPI) Writing Group. This group will develop a standard that will provide Communications Center management with KPIs as they relate to personnel performance measurements, accuracy and quality of information logged or provided by communications center personnel. In addition, this standard will identify specific areas of personnel performance which should be measured in order to benchmark individual effectiveness. Mr. Galvin has expertise in project management, strategic planning, RFP and functional requirements development related to public safety information systems, system implementation, staffing analysis, consolidation feasibility studies, and contract negotiations.
Liz Coyle has been accepted as a member of APCO International’s Awards Committee. Committee members are responsible for reviewing and evaluating nominations for APCO’s annual awards recognizing communications personnel across a range of categories. Ms. Coyle has expertise in strategic planning and analysis, project management, consolidation studies, staffing assessments and information system procurements. She has worked with communications centers across the country, including in the States of Washington, California, Colorado, Minnesota, Indiana, Virginia and Vermont.
