Since its founding in 2000, DELTAWRX has developed a proven record of success by delivering strategic technology planning services to the public safety and criminal justice community.  Having successfully completed engagements for over 200 agencies, DELTAWRX prides ourselves as recognized experts in public safety governance, operations, information technology and wireless communication systems.  We combine extensive technical experience with real-world business and management skills to ensure balanced and practical recommendations to our clients.

Mike is a nationally recognized expert in public safety wireless voice, mobile data and information technology.  Prior to founding DELTAWRX, Mike was a Vice President with both The Warner Group and Gartner Consulting.  Throughout the past 24 years, Mike has led engagements in strategic and technical planning, system procurement, vendor selection, contract negotiations, system financing and large systems implementation.  He has been a consultant to more than 30 public safety agencies in the United States and Canada and has held senior leadership positions in two previous consulting firms.  In his free time, Mike enjoys playing golf and spending time with his wife and sons.

Brian Hudson

Co-Founder

Brian is a nationally recognized expert in public safety information technology and dispatch communications planning.  Throughout the past 20 years, Brian has led over 40 engagements addressing strategic planning, systems procurement, contract negotiations, implementation management, communications consolidation and governance planning.  Prior to co-founding DELTAWRX, Brian worked for Gartner as well as the United States Department of Justice Antitrust Division’s Telecommunications Task Force.  Brian spends his free time attending concerts, watching sports and relaxing with his wife and two daughters.

Michael Thayer
Monica Lynn
Manager

Dr. Monica Lynn has provided strategic management and information technology consulting services to public safety agencies for over 15 years.  After working on dozens of engagements for law enforcement, fire and EMS agencies, as well as regional communications centers, corrections facilities, and multi-agency consortiums, she is considered an industry expert on public safety operations, organizational effectiveness and information technology.  Applied areas of expertise include strategic planning, staffing, governance, technology procurement, contract negotiations and organizational change.  Prior to joining DELTAWRX, Monica was a police officer for the City of Albuquerque Police Department and a Professor of Management at both the University of New Mexico and Universidad Adolfo Ibanez in Chile, SA.

Brian Hudson
Donald Denning
Manager

​Donald brings more than 25 years of public and private sector experience in management, strategic planning, engineering, research and project execution to DELTAWRX.  He is a leader in the effort to deploy a National Public Safety Broadband Network, having filed the first waiver to deploy a broadband wireless network in the public safety nationwide broadband spectrum by the City of Boston.  Donald is a member of the National Public Safety Telecommunications Council’s Broadband Task Force, Interoperability, Assessment of Future Spectrum and Technology, Spectrum Working Groups.  Prior to joining DELTAWRX, Mr. Denning spent six years as the Public Safety Chief Information Officer for the City of Boston, where he served as the lead technology officer for Boston’s public safety agencies. 

 

Donald had the honor of serving on a Public Safety Broadband technology panel held at the White House by invitation of the Vice President of the United States and is on the Editorial Advisory Board for Urgent Communications.  Prior to Donald's entry into the public sector, he was Research Scientist, Member of Research Staff and Principal Engineer at HP Labs, Intel, Compaq and Digital Equipment Corporation.  He possesses a number of patents and invention disclosures and has served his community for more than 20 years as a firefighter/EMT.

Michael joined DELTAWRX in 2008 and possesses a wealth of experience leading public safety agencies with strategic planning efforts, system acquisitions, application software implementations, and feasibility studies.  He is a subject matter expert in emergency communications center staffing and technology procurements, and has presented on these topics at conferences such as Western APCO and NENA.  Michael brings a sharp eye for detail to his engagements.  Working from coast to coast with an array of local government and statewide agencies, Michael has a track record of delivering projects on time and exceeding his clients’ expectations.

Ryan Wolcott
Senior Consultant

​Ryan joined DELTAWRX in 2010 and has extensive experience assisting clients with Request for Proposals development, proposal evaluation, system implementation, vendor management, contract negotiations and project management.  Prior to joining DELTAWRX, Ryan worked in subcontract management, where he managed several aspects of supplier contracts including establishing technical requirements, drafting Requests for Proposals, defining bid evaluation criteria, conducting price evaluations and negotiations and managing supplier performance of contract deliverables.  He has presented on public safety technology at conferences such as Western APCO and NENA.
