State of Indiana – Project Hoosier SAFE-T

Background

With over 1,800 employees and offices located throughout the state, the Indiana State Police (ISP) provides a variety of public safety services to the residents and visitors of the State of Indiana. Reliable and efficient communications are critical components to the ISP’s public safety operations. For several years, the ISP struggled with an obsolete, low-band radio system that created challenges for the Indiana Troopers who relied on the system for day-to-day operations.


DELTAWRX Assistance

DELTAWRX consultants initially developed a wireless communications strategic plan for the ISP. Based on the strategic plan findings, we recommended that Indiana develop a multi-agency wireless voice and data system that would serve the needs of local, state and federal agencies operating throughout the state.

After the plan was ratified, we developed specifications and a RFP for a statewide system and led the procurement process for Indiana's Project Hoosier SAFE-T, a statewide, interoperable public safety wireless voice and data communications system. DELTAWRX consultants led the vendor selection and negotiated an $82M contract that fully protects the State’s interests. During project implementation, DELTAWRX assisted with implementation planning, defining policies and procedures, integrating local agencies, writing grants, developing sites, and performing system testing and RF engineering.


Results

For the first time in Indiana’s history, Project Hoosier SAFE-T has brought together Indiana’s local, state and federal agencies to develop a cooperative public safety communications system that supports over 1,500 radios. By jointly developing this system, Indiana is benefiting from increased interoperability, significantly discounted equipment costs, reduced maintenance fees and greater system reliability.

Based on our review of the vendor's initial design, the State has been able to improve overall mobile and portable coverage, while eliminating the need for at least three sites. Cost savings on these sites alone are estimated to be at least $1.5 million.
